UGC Exam Guidelines

The Supreme Court verdict on the University Grants Commission (UGC) guidelines to the state universities on conducting final year exams by September end is expected to be out soon. The top court had reserved its order on August 18, 2020 on whether the central commission be allowed to conduct final year exams in state universities across the country. Advocating on conducting final term exams, UGC during one of the hearings in Supreme Court had said that state universities final term exams shouldn't be cancelled as the future of students was at stake. Final Year University Exams can be postponed or delayed but cannot be cancelled. Replying to the Supreme Court, the University Grants Commission argued that the degrees cannot be granted without examinations as it was a statutory mandate. It has further stated that the universities may seek to push back the September 30 deadline but cannot decide to cancel the examination.  Answering to the many representations and the argument in regards the Disaster Management Act and authority of State Government to overrule UGC Guidelines, SG Mehta representing UGC stated that under the DM Act, the Central Government does have the supremacy to decide. UGC latest news:  Students are still waiting for a decision on the Final Year University exams as the Supreme court has adjourned the hearing of the petition filed by 31 students challenging the University Grants Commission (UGC) to August 10. But now more students and professors have approached the court against the recent UGC guidelines that made it mandatory for Universities to conduct the final year exams using any– pen and paper, online or a combination of both by September despite the rising Covid 19 cases in the country. July Exams Cancelled by MHRD : by The University

In order to make uniform rules in the country, the Ministry has ordered to cancel the July examinations. The Ministry of Human Resource Development (MHRD) has today issued orders to cancel examinations to all states. In order to implement the same rules in the higher education of the entire country, the Ministry has ordered the education ministers of the states to cancel the examinations of university-colleges to be held in July. The guidelines of UGC will be applicable on all university exams and student promotions. According to the guidelines of Unlock-2 issued by the Ministry of Home Affairs, the university-college has been asked to remain closed till 31 July. After this, today MHAD has asked the states to cancel the exam. Following this order of the Center, Gujarat's Higher and Technical Education Minister Bhupendra Singh Chudasama has canceled the examinations of all the universities of the state.
